Polish Water Holding Polish Waters is implementing the project: "Review and update of flood hazard maps and flood risk maps in the 3rd planning cycle".
The project is financed by the European Funds for Infrastructure, Climate, and Environment for the years 2021-2027, under Priority II: Support for the energy and environment sectors from the European Regional Development Fund, action 2.4 Adaptation to climate change, disaster and catastrophe prevention.
The aim of the project is to review and update the flood hazard maps (FHM) and flood risk maps (FRM) in the third planning cycle, in accordance with the Water Law Act and the Floods Directive (Directive 2007/60/EC). FHM and FRM are planning documents in the field of flood risk management, presenting flood hazard areas along with objects at risk of flooding during flood events with a specified probability. These documents enable an assessment of flood risk for human health, the environment, cultural heritage, and economic activities.
Main Project Tasks:
Task 1: Review of FHM and FRM in the 3rd planning cycle.
Task 2: Development of FHM and FRM in the 3rd planning cycle.
Task 3: Substantive support services.
Task 4: Promotion and information.
Task 5: Indirect costs.
Under Task 1, a review of the FHM and FRM developed in the first and second planning cycles will be conducted to identify changes in flood hazard and risk levels and to determine the scope and method of updating the FHM and FRM.
In Task 2, the FHM and FRM will be updated based on the map review results, and new FHM and FRM will be developed for additional areas of potential significant flood risk (APSFR). Documents describing the scope and method of reviewing and updating the FHM and FRM will also be prepared. The results of the review and updates will be made publicly available.
In Task 3, substantive support services will be provided, including quality control of project products.
The Project will include information and promotion activities and project management services.
Target Groups: The project's main target groups include the general public and institutions listed in Article 171, paragraph 4, of the Water Law Act, to whom the Minister responsible for water management will provide the approved FHM and FRM in electronic form.
Project Beneficiaries: Local and central government administrations in Poland, responsible for statutory tasks related to flood protection, crisis management, spatial planning, and land-use management, will benefit from the project results. Public access to the FHM and FRM will raise public awareness of flood hazards and risks, providing valuable information to the public, especially those living in flood-prone areas or planning to purchase property.
Project Outcomes: The project will result in updated flood hazard maps and flood risk maps, along with documents detailing the scope and method of their review and update in the third planning cycle.
Project Timeline: The project will be implemented from 2023 to 2026.
