Project description: EFICE 2021-2027

State Water Holding Polish Waters is implementing a Project financed by the European Funds for Infrastructure, Climate, Environment 2021-2027 (FEnIKS) under Priority II: Support for the Energy and Environment Sectors from the ERDF, Measure 2.4 Adaptation to Climate Change, Disaster Prevention.

Project Title: Review and update of the preliminary flood risk assessment in the 3rd planning cycle.

The Project aims to assess flood risk in river basin districts areas and identify areas where this risk is significant. As a result of the Project, areas of potential significant flood risk  (APSFR) will be identified, for which in further stages flood hazard maps and flood risk maps (FHM and FRM) should be developed and measures planned in flood risk management plans (FRMP). The development of the Project follows directly from the Water Law Act and the Floods Directive. The purpose of the PFRA is to assess flood risks to human health and life, the environment, cultural heritage and economic activity, taking into account the impact of climate change on the occurrence of floods.

The following tasks are planned to be implemented under the Project:

  1. Review and update of preliminary flood risk assessment methodology;
  2. Review and update of the preliminary flood risk assessment;
  3. Preparation of a draft review and update of the preliminary flood risk assessment;
  4. Preparation of the final version of the PFRA;
  5. Preparation of the publication of the preliminary flood risk assessment;
  6. Preparation of a report on the review and update of the preliminary flood risk assessment for the European Commission;
  7. Promotion of and information about the Project.

The  preliminary seawater flood risk assessment,  prepared by the minister in charge of maritime economy, will also be included in the PFRA Project.

Main target groups of the Project

Due to the nature of the Project, the target group is the general public and authorities responsible for flood risk management, flood protection, spatial planning and crisis management. The problem of flooding  affects a large part of the economic sectors, society and the environment.

The results of the Project will contribute to reducing flood risk, increasing the capacity for hazard prevention and response and to a coherent policy against natural hazards.

The public availability of the PFRA will increase public awareness of flood risk.

The Project work will result in an updated preliminary flood risk assessment. The following will be developed as part of the Project:

  • report on the review and update of the PFRA,
  • PFRA maps,
  • PFRA spatial database.

The Project will be implemented in the years: 2023–2025
