Consultation meetings in Gliwice, Katowice and Zielona Góra

Another round of meetings dedicated to public consultations on the Flood Risk Management Plans has been finalised. This time, the discussions centred around the plans for the water regions of Little Vistula, Upper and Central Oder and attracted many experts on the water management.
During the consultations, experts representing the FRMP executive presented the foundations for the draft plans, technical and non-technical investments that the regions are to face in the nearest planning cycle as well as amended legal regulations that will accompany implementation of the plans.
Attendees of the meetings in Gliwice were particularly interested in the funds dedicated to investments that are about to be executed within the nearest 6 years and the plans for non-technical measures. It was pointed out that there is a significant need to build civil defence structures and introduce obligatory participation of citizens in the trainings preparing them for the flood. The investment that has aroused the highest hopes in the region, mostly due to the key role it plays in safeguarding against the flood, is the construction of a dry reservoir in Racibórz Dolny. Other significant fields that went on to be discussed included: construction of Oder dike system and modernisation of Oder locks as well as banks and devices of Dzierżno Duże water reservoir.
The meeting was also an occasion to raise a motion to include year average losses suffered by the region in the budget programming along with the extent of expenditures for the nearest planning cycle. Significant part of the meeting was dedicated to the specific situation of the Silesia region: participants lodged for the character of investments scheduled to be implemented in the mining industry in the nearest future to be taken into account and to consider a construction of pump station in Pławianka brook which may seriously help to protect Auschwitz Museum.
On 25 February, the first round of consultations for the water region of Central Oder was held in Zielona Góra. During the discussion on the presented plans, the speakers answered questions connected with the use of photo maps and valuation of woodlands which is the basis for determining the cost of measures and compensations in wooded areas. The attendees signalled the need to implement trainings for the voluntary fire services dedicated to the technical investments provided by the FRMP.
During the consultation meetings, the attendees had the opportunity to share their views, also in writing on printed questionnaires.
Public consultations will end on 22 June 2015. Until then, the website www.powodz.gov.pl offers active forms for all interested parties to voice their opinions on the FRMP.
